ULI SF Brownbag: San Francisco Development "Stimulus" Legislative Reform

Michael Yarne Development Advisor Mayor’s Office of Economic & Workforce Development In the midst of the economic downturn, the San Francisco Mayor’s Office of Economic & Workforce Development (OEWD) has developed some innovative strategies to help stimulate development projects on the margin of feasibility. While OEWD has coined these proposals a “stimulus,” they don’t involve any direct public investment; rather, they are structural changes to the City's existing entitlement system designed to hasten the return of private investment, primarily by deferring the payment of impact fees to reduce the up-front costs associated with new development. The proposals include deferral of development impact fee collection to post-construction and creation of a public financing program for infrastructure-related impact fees.
